v2: Forge Console + Open WebUI artifacts + Docker

- web/: Local chat UI (Express + WS → Codex bridge)
- openwebui/: Preset, pipelines, knowledge manifest
- Dockerfile + docker-compose.yml
- Updated README with 3 frontend options
- CLI-agnostic: works with Codex, Claude Code, Kiro, Gemini
